Finding an apartment in the city that fits your budget can absolutely be a challenge, but a new affordable housing opportunity in Boyle Heights could give eligible renters another option. The development, called HVN on Mathews, is listed as an open affordable housing lottery, with monthly rents starting at $1,062.
Located at 121 N. Mathews Street, the four-story building will include 40 income-restricted apartments. Here’s what to know about the available homes, rental prices, and application process.
What apartments are available?

HVN on Mathews will feature 36 two-bedroom apartments and four one-bedroom units, with floor plans ranging from approximately 400 to 550 square feet.
According to the current property listing, rents vary depending on apartment size and the household’s income level:
- $1,062 per month: Two-bedroom apartment at 30% of the area median income (AMI)
- $1,811 per month: Two-bedroom apartment at 50% AMI
- $1,826 per month: One-bedroom apartment at 60% AMI
- $2,186 per month: Two-bedroom apartment at 60% AMI
- $2,936 per month: Two-bedroom apartment at 80% AMI
The building will also offer amenities such as on-site laundry, an elevator, and bicycle parking. Apartments are expected to include stainless steel refrigerators, dishwashers, and microwaves.
How to apply for L.A.’s affordable housing lottery

Eligibility is based on annual household income, household size, and the income category assigned to each apartment. The listed income thresholds range from $19,116 to $52,848, although applicants should check the specific requirements for each unit before applying.
You can find affordable housing opportunities through the City of Los Angeles’ Access Housing LA portal. The registry allows applicants to submit a pre-application for properties marked as open. However, this does not replace the property’s official application: applicants may need to contact the property directly to complete the process.
One detail worth checking before applying: the property’s developer website lists rental rates as coming soon and gives December 2026 as the anticipated opening period, while the third-party listing currently marks the lottery as open. Check the official housing portal for the latest status and application instructions.
