Beginning this summer, California is launching a historic new initiative. Through the Golden State Start program, every newborn delivered at a participating California hospital will receive 400 free diapers to take home.
What is the Golden State Start Program?

As the Governor stated, the Golden State Start program is designed to eliminate the difficult financial trade-offs many new parents face between purchasing diapers and affording other basic household essentials. By providing an immediate supply of diapers right at the time of hospital discharge, the state aims to support infant health and give parents much-needed peace of mind.
Program Highlights:
- The Timing: The rollout begins this summer, with diapers provided directly at hospital discharge.
- The Partners: Managed collaboratively by the California Health & Human Services Agency (CalRx) and Baby2Baby, a renowned nonprofit organization dedicated to providing critical items to children in poverty.
“The first days at home with a newborn should be focused on the love, connection, and joy of an expanded family, not stress about affording diapers”, said Kim Johnson, Secretary of the California Health & Human Services Agency.
Who qualifies for the program?
To ensure this vital aid reaches the families who need it most, the first year of the program will strategically prioritize hospitals that serve a large volume of Medi-Cal patients.
This means low-income families will be the first to benefit from the initiative. However, the state plans to scale the program across additional hospitals and birthing centers over time to reach more Californians, ultimately aiming to distribute diapers to all newborns at participating facilities statewide.
As this first-in-the-nation initiative rolls out, it not only sets a powerful precedent for other states but also also removes a major stressor from parents’ checklists, allowing them to focus entirely on bonding with their newborn.
