As communities across the eastern part of Los Angeles County continue preparing for new development, housing remains a major part of the region’s growth. New residential projects can add more homes while creating additional opportunities for local families, workers and longtime residents.
Now, another affordable housing community is moving forward in Claremont, with construction expected to begin next year.
Here’s what’s planned for the $20.3 million housing project

The Los Angeles County Board of Supervisors approved up to $20.3 million in bond financing for Mercy Claremont, an affordable housing project planned for 1364 N. Towne Avenue. The funding will go toward the development by nonprofit Mercy Housing California, which purchased the former church property for the project, Urbanize L.A. reports.
The development will rise on a 1.89-acre property and consist of a three-story building with 74 rental units. The apartments will include one-, two- and three-bedroom floor plans, along with an on-site manager’s apartment. Plans also call for indoor community space, staff offices, landscaped recreation areas, a playground, a garden and parking.
The community is specifically designed for veterans. Fifty-four apartments will be reserved for families with a veteran head of household, while 19 will be designated for veterans who have previously experienced homelessness. The remaining unit will be for the on-site manager.
The newly approved $20.3 million is financing for the project, not its total construction cost. The most recent L.A. County Affordable Housing Solutions Agency documents estimate the development at about $62.4 million overall, with the agency’s $19.36 million award covering roughly 31% of that cost. Additional funding is expected to come from other public and private sources, including affordable housing tax credits.
Mercy Housing is currently targeting summer 2027 to break ground, with completion expected in fall 2028.
